St. Paul, Minnesota Section 8 Voucher Waiting List

The St. Paul Public Housing Authority (SPPHA) Section 8 Housing Choice Voucher waiting list is currently closed. It is not expected to open again until Fall 2026.

The SPPHA accepted applications for this waiting list from November 13, 2024 at 8:00 am, until November 19, 2024 at 11:59 pm CT. Before that, the last time the waiting list was open was in November 2022.

To apply during the opening period, applicants completed the online application here.

This waiting list has the following preferences:

• Applicants who are extremely low income.
• Saint Paul residents.
• Veterans.
• Those associated with special allocations.

1,200 applicants were placed on the waiting list by random lottery, weighed by order of preferences. Note that when the Saint Paul Section 8 waiting list opened in November 2022, the housing authority placed 2,000 applicants on the waiting list. Although it seems the housing authority is sticking to a once every two year opening schedule, it has severely reduced the number of applicants it is adding to the waiting list. This could mean that due to higher rent costs, the housing authority is turning over fewer vouchers than in the past. This could also mean that wait times for those currently on the waiting list could get much longer.
